Allow fishing on village claims

So I made an alt out of boredom and I was fishing on the river nearby, when I found out that you can't fish on a village claim. I don't really understand why this is in place, seeing as you're not taking anything from the village.

Fishing reduces the quality of the fishing "node". It's the same as digging clay or soil in a resource spot. So in effect you are taking something from the village. Also, if you take the fish then they can't sell the fish to you, which is another loss. If you sell the fish to someone else that's another person they can't sell fish to.

sounds like i wouldn't be invited to go fishing at your place :(

Doesn't matter to me. Just sayin, fishing IS a depletable resource. XD
