As far as I know, it was removed because of players using wind as a badass wall-crushing tool. So:
maybe we`d get wind back at the cost of lowered damage(it can`t hurt Palisade, for example) and, if wind destroys something on the personal claim then a vandalism scent appears(it would point to a player which made wind free).
I`ve searched a bit and found nothing except some how-do-i threads.

It has been removed because it didn't fit the general setting of the game. Wind bombs were fun, but never op.

and the only item you could make was windswords and they sucked

Well. the quality formula or base damage could always be changed, but as they don`t fit...
