Why not? It wouldn't unbalance herb tables because if you plan to have a tobacco plantation you'll have to invest in herb tables anyway. But it'd give early and low-tech gardeners something to do with tobacco leaves while herb tables are still a pain to craft. Perhaps do the same for tea leaves and hemp buds too?

Oh, also have them halve the quality, like with WWWs. Plenty of precendent for having this extra option already in game, so again, why not?

While I agree that there's no reason it SHOULDN'T be possible, the fact remains that if you actually need some tobacco then you'll probably be plenty capable of making a few herb tables.

I love the idea! we're a few fibers short of our herbalist table, cutting the amount of storage space those takes in half would be nice...and of course smoking them when the time comes

Well, tobacco leaves are usually dried via hanging in smokehouses, not by being flopped down on a table.
