The survival aspect of this game and the constant fear of death is a major part of fun in this game. Its an experience i have not seen in any other game and it makes this game unique and thrilling. Although the current massacre that is happening seems to be a bit much for a lot of players.
My suggestion:
Reenable the instant teleport to your hearthfire (like it has been in one of the earlier worlds) for characters who have not learned the black arts which involve fighting/killing/vandalizing.
To prevent people from exploiting this, for example by learning the black arts just as they are about to kill somebody or before the start of a raid, you could connect the learning of black arts to the civilization slider or involve some sort of sacrifice.
You might have to be full martial or barbarism to be able to learn murder and rage. Learning those will deny you instant teleport but you are able to attack or strike back.
You might have to sacrifice a hen or rabbit at the altar to your ancients to be able to learn those skills but doing so will put a casting time to your travel to hearthfire.
A skilled group of people will still be able keep a person aggroed and will still be able to hunt a person down.It doesnt change anything for people with black arts. For peaceful people, which most likely are not to capable of fighting or chasing anyways, this might give them at least a slight chance for escape.
If you dont like the idea of an always available instant teleport, you might make this ability available every few hours depending on where your beliefs are. You might even consider making this limited teleport work even when aggroed. Another option would be an interuptable limited teleport with a cast-time. Maybe you have to break the defense to interupt or get in melee range and punch the person.
