cursor: arrows tip is not the "click point"

I find the arrow cursor rather annoying. the "click point" is not at the end of the arrow graphic but seems to be where the shaft hits the arrow head. when you are trying to hit fox's that are positioned verticalled on the screen, clicking at the arrow tip will result in a miss click.
