Fishing unbalanced

I like the idea of Fish as a limited resource, but I have been on the water for nearly 3 hours straight searching for a fish. No signs of people nearby.. this is a bit extreme

Travel to Ironwell, there are lakes in 4 directions around it, the one to the North is closest. I'm sure you'll spot some jumping fish there.
