Think it goes beyond of "people we do not like". You have to do something really serious, like:

List of untrusted factions/groups under embargo:
Amish Paradise & Some members of Oddittown/Wizards - 2 attempts to set a raid at Sevilla
AD - bugabuse to steal stuff from inside. Punished by the devs: viewtopic.php?f=39&t=51296

We've let into the market the members of the factions we were at war with in W8, as long as they didn't harm the place. Amish Paradise traded there, for instance.
