So if I will place bounty on man A for 1 token prize. Man B will go to kill this man A and gives to you the skull. You will keep skull and give to man B 2 tokens?

The exchange rate is one token it would only be more if the skull is worth significantly more than the base rate I have set.

If you want to give them a token too go ahead, but you don't have to do that. The poster doesn't have to offer any reward as the token I am offering for each skull is meant to be the incentive. Should they offer some sort of reward if they want a higher chance of someone taking the risk to help them? Yes, but it's by no means required in order to make the post. The tokens I am offering come from me and me alone.

If someone wants to make up a post about getting attacked and leave scents, do the tracking, etc. and build up an alt with 1 million LP and at least 50 intelligence all just to get a sub token then go for it.
