Botting is the one issue that makes most other issues more problematic, simply as it allows to brute force small imbalances into huge ones with basically no effort of a human.
From this perspective implementing anti-botting features would be fixing ongoing issues, and adding things to increase players base - simply as less players would turn away demotivated from realizing that all their honest efforts are made pointless by automatons.
