With the current system you can literally get a vandal character before leather/palisade drying time finishes due to ice etc etc

Early world icicle spawns will be fixed in w10 so that's no longer a problem. But you can also have metal armor and weapons before palisade and leather, and without ice.

Other villages that you don't know about (Dis allies, even) got raided due to the same mechanics, if you think what you see on the forums is all that happens in the world you are sorely mistaken.
