Winterfell still alive? New base directly below

In the past week i bypassed the village named winterfell in the Fire&Ice kingdom. Is this village still active or dead ? because i dont see any devlopments except that in the last couple days first a palisade with 2 boats, then two boats with metal bars and now a giant claim with tower was erected directly below. My base is a bit away and players that can make a tower in 1-2 days and a claim thats nearly quadruples mine is at best worrying. Maybe somebody knows anything about that development.
