They can walk over shallow water, so you can traverse quite a distance with a horse by using such connections between landmasses. Theoretically there would also be the raft, but I heard that's bugged right now.

A quick look reveals that I could travel to at least (-58, 20) from where I live by horse. There's probably more distant places you can reach this way.

Maybe you should try offering like a full small chest of salt for a horse, or just wait for price to drop when people are breeding large quantities of them.
