I believe wilderness beacons would be used to have everyone spawn in together at the start. Not sure how many people Waga wants to take on though. Perhaps you guys can get together and form your own confederation if he dosen't get back to you, or already has too many people.

Since waga's group is full you can apply to "Villagers". basically it's all the same but you have to be 20+ years old.
