Devs should just make all hats available.


From boxes that would randomly give you a hat when you buy them.
Some hats would be more rare than others...
It just works... Think about cs:go, Dota 2 and other games like that.

But Im ok with a box that has a set of random hats with a chance at a rare hat in that set.
All legacy hat should stay locked.

Yeah because Counter Strike: Global Offensive and Dota 2 both have 400 active players

If they implemented the stupid box shit here I'm pretty sure fewer boxes would be bought than hats are bought now

Well namely. if you know a hat will become legacy. the hats value goes up the moment it comes out.
So if you want a rare hat that one day you wont have a chance to buy, then you'd buy it now.

This is why sales on hats likely went up in this world.
