I've spent about 3 full days exploring an ocean and I haven't seen one, if that helps. My bet is that if you fish long enough in the ocean with a specific bait, a whale might show up. Or not.

Or maybe it shows up when you fish that purple, rare Whale curiosity and you throw it into the ocean?

The deep parts? I wouldn't be surprised if whales spawn only there. But I wouldn't be surprised if they down't spawn yet at all either...
