Friendly "neighborhoods" in the Kingdom of Ashes?

Hi, I'm trying to get back into the game, last played on World 11 back when Fire & Ice was fairly active. New character spawned in the Kingdom of Ashes. I can't really find much information in terms of the person who runs the realm or if they have any sort of main villages on the forums.

Is there anyone within the Kingdom of Ashes who play in a generally active and friendly area where I could set up a hermit base?
