The OP did not ask 'How do I get the 'Conversant Boulder' event?', the OP asked 'why does ditching this quest result in getting another quest for the SAME DAMN THING, and can I avoid this happening in the future?'
I was getting frustrated (with a Mystic quest! surprise!) and started keeping a record. It took 57 further attempts - not 57 from getting the quest, but from when I started counting - to Experience The Thing. And then I experienced it again 48 hours later, once I was an an unrelated Mystic quest. Yes, the random number generator hates you. It may or may not be personal.
(I am currently on 'take this ore to a tree'. I can confirm that in this instance, ditching the first 'take a kind of ore that you do not have to a tree' quest resulted in a quest to a take a different and harder to obtain ore to a different tree. I was impressed because usually it's 'mine schrifterz" -> yeah no -> 'mine 5 pieces of schrifterz then'.
