What is "the times" if not a concept made by people? It certainly not about the passage of time. And definitely not about the number we wrote in sand, chiselled into a stone or hang on the wall.
In all the ages, it was about people. We make "times" as they are, by either action or inaction. Some people have a "louder voice", some people have the "stronger arms".
But all of us responsible to some degree, though I would say: proportionally to our "powers". And devs, here, have the ultimate authority and the proportional amount of responsibility.

I agree; I didn’t include it for the sake of brevity.

“The times we live in” are us, but not just those who seek refuge in “made-up worlds”, but all of us...
Your comment seemed to imply a sort of judgement on the quality of the people who “take refuge” in these worlds, whereas from my point of view, one can draw a conclusion about the nature of the “times”, that is, about the quality of all of us.

on par with ultimate authority of a greasy shack owner that lets some junkies dose up on his rags for a dime or a pinch of their stuff, yeah. And the social dynamics here are the same... vaguely. So, what brings you back?

I don't agree.

Mine are but a collection of words, chosen to make me look smart (don't we all want that?). To put it plainly: this game needs strict moderation and permanent bans.
This should include social engineering on par with bug abuses. Or better yet: system should be balanced in such a way to prevent them. Which, I believe, will never happen.

So, I'm back to my original point: however flawed the early worlds of Haven (V, not F) were, they were at least fair. Today, bunch of hermits can do literally 0 damage to an average faction.
While factions, basically, have unlimited resources to abuse hermits and casuals however they like. Especially given the knowledge gap, which Hafen is notorious for.
This is where schizos thrive, of which, OP's perp is but a single, though strong example.

We, people, by ignoring the problem just normalize it. So yeah, we are all responsible to some degree.
I hate you! Yes, you!
How does it matter when you die? Today? In hundred years? What will be left of you after millennia?

I don’t think I agree… I’m not exactly up to date with all the recent updates, but I reckon even solo players have a few options, at the very least to avoid trouble… obviously, you can’t expect them to be able to deal damage either, except in opportunistic situations.

PvP is nothing more than one of the many unfinished game mechanics that would require a lot of work, something that isn’t immediately within reach.

What this game needs, in my view, is beauty and accessibility in the interfaces that interact with the player, and a single, uniform way of playing for everyone.

Yes, I know that’s asking a lot, but then everything else would follow.
