I've not used PhpBB in a long time, so I'm not sure if it has the option or not, but back when I was admining for IPB forums and people'd pull this crap, I'd just use the "Delete all posts by user" button.

You seem to have this tendancy to make posts in relation to mine that aren't very relevant. I know he's spamming every thread in existance with this crap. That's why rather than go through by hand, I'd just use the button that deletes every post he's ever made. I am just not sure there is such a button on this forum software.

Going through and 'reporting' them to alert to them, or going through and deleting them works. Deleting every post he made is overkill, deleting every post he's made in A&O isn't as bad but still a bit abusive despite the guys obvious retardation. :/
