We already have subterranean layer... It wouldn't be a problem to add another one called 'sky', in which you could periodically, or in some spots, see a zoomed-out picture of the layer below.. or something like that. Use a skill and see the grid directly below you, etc. Still, it's too much work for something difficult to balance and without a useful purpose.

Yeah 50 BC - 300 AD germany didn't have tobacco and tea.
There's no point in looking to the real world for limitations on this game because it's already broken any sort of realism by including two crops that were only brought to Europe in the 16th century from China (not even a native European plant) and tobacco which was brought to Europe in maybe the 16th or 17th century for actually smoking.
According to wikipedia, native American tribes may have used hot air balloons to view the construction of certain structures and the Chinese had used them for unmanned things.
Silk also shouldn't be in H&H if we're looking at a world that is pre-9th century and I'm sure plenty of other things.
Basically any arguments against ideas based on the time period or region specific are pointless. Excluding post industrial technologies(and even then arguments could be made for some things), nothing really should be off limits.

I wouldn't mind seeing air balloons if there were mechanics to stop them from crossing walls, I don't understand what's confusing about fitting them into the world. Like Kaldo wrote, you could add another layer and have them fly in that if you didn't want them on the current ground layer.
