You don't know anything about networking do you?
Using a standard ISP dsl modem connected to a router, when you access the internet on different computers, you can tell that you have different WAN IP by visiting http://www.whatismyip.com with each computer.
If your network consists of multiple computers using the same Local and WAN IP, it'll conflict and you would NEVER be able to use the internet in the first place.
So limiting # of accounts to be active on a IP is possible so long as you create and manage the rules and exceptions to the matter (but seriously, you take every word for granted so you can't expand on it yourself).
For people using USB wireless internet connections, having multiple computers connect to a main computer to access the internet would still won't be a problem, since the entire IP system is about giving each device/computer a UNIQUE ip address to connect to the isp to access the internet
