The first two are indie games, of course they are lacking in certain areas.

The devs are interested in adding a tutorial, but they have more pressing matters. Not much more to say here.

Minecraft isn't indie anymore, the main dev got a team to work with him. But still, the others still stand.

Requiring new players to rely on outside sources of information is a flaw. If their design is intuitive enough to not require a tutorial, good for them. It's not the case here, so your examples are irrelevant.

Tutorials suck in general, I hate how most games these days have the first level be some completely braindead tutorial with essentially zero player involvement.

Anyway, if you really want a tutorial then make one yourself! Back in world 2 a kind soul built the tutorial city "Novigrad" with runestones explaining the gameplay and resources available for new players. Maintaining something like that against griefer assaults is a full time job though.
Once a man has changed the relationship between himself and his environment, he cannot return to the blissful ignorance he left. Motion, of necessity, involves a change in perspective.

Any good tutorial can be skipped.

Maybe this is plausible in fanciful unicorn flowerland...?
