we NEEEEEED a whiner section

been suggested pretty often already and i guess it would even help the mods to some extend

my idea is to to get a subdivide of the c+i, basically in critique and (who would have guessed) ideas.
in the idea section everything goes like in our good old c+i

in the critique section all the whiners could break loose and we could enjoy it (though it would be hard to find the ones that are to be taken seriously)
also positive feed back could be found here, as those are locked nearly as fast as the other ones


as i said, suggested several times before, its just a little bump
