I actually think it can, what about adding something of an effect to the base attack other than just damage, like maybe removing more defense bar while doing less damage, or stealing initiative points or raising your advantage without the need to actually hit. the sledgehammer would be a stupid weapon tho, calling for one handed maces.
(not claiming any of the above effects are good ideas, just putting it out there because I'm not sure what you said about the combat system is correct.)
E: what about weapon types that will do some amount of damage regardless of defense bar, but drain less defense, weapons that could remove stamina, etc etc etc...

Sledge takes 2 steel and 8 bars of any metal, plus 2 hl and 2 blocks of wood, in the end, due to the hl and blocks the hammer will most likely be inferior to 12 bay in quality, and seriously, acquiring 12 bars of steel is not that hard.
For that, 700 base dmg.
