Leather tubs split quality?

For some reason, leather tubs frequently have leather with differing qualities (20+ difference in quality) in them. Is this supposed to happen?
You see a masterful engraving by Blaze. On it is Blaze, bears, boars, and foxes. Blaze is striking down the bears. The boars are screaming. The foxes are in a fetal position. The image relates to the return of Blaze in the late winter of 2009.

i'm thinking it's intentional but hey what do i know. seems logical though.

I've had this happen before too, but until some recent updates it sort of stopped, then again I'm not producing enough leather to really see much of it.

The oddest one was a tub with 3 pieces of q72 and one piece of q108.

yeah it's usually 1 high ql piece and 3 of a lower quality, although i've seen 1 high ql piece with 2 of lower quality and the 4th one was slightly lower still. i just attributed it to there being better pieces of the same skin.
