Yes the wood is a fuel for fire, but most of the time its not firewood or the sort of wood that burns easily.
Then you gotta consider the climate of the village, since the game takes place in a cool environment, fires are harder to start.
There's also the humidity and fire will have a tough time starting if the village is near the coast or swamp.
Maybe make fires start-able but not burnable, at least not possible to spread if there is no flammable fuel source near the fire to make it stronger.
Also, real torches aren't just made with cloth and wood, it requires oil to soak the cloth, else the cloth will burn out really fast.
The best use you can get out of the flame torches is mainly against animals, since they fear fire and can take immense damage from them...

Tossing flammable liquid at stuff and lighting them up can be dangerous since if you are clumsy, some of those liquid would be on your character if you can't handle it well enough.
Then watch as you light it up and the flame starts to burn both the palisade and your pants with it.

The idea was that instead of outright destroying a structure, it would burn for several hours before being destroyed. While on fire, it would be impossible to use the structure, but the fire could be put out with some effort, thereby saving the structure.
