If you want to go here, then maybe it should cause a massive cave-in that would require more mine supports to be placed to cleared out, making the system ripe for griefing and harder for players to clear out a cavernous area to build an underground village. That's another discussion for another thread, though.

Uses a torch and softens the str needed to destroy things maybe?
Like say you light a house on fire and it takes 30% off of the houses durability maybe?
