So why isnt it Q16? If it would be softcapped by Smithing the Quality would be lower, if its softcapped by Smithing+Strength the softcap would be higher.

It's the geometric mean of smithing and strength.
Geometric mean of a set of n numbers is defined as the nth root of a1 * a2 * ... * an
or in this case sqrt (str * smith) = 7.68....
Just bumping it up to 5 changes it to 17.175... or high enough to not softcap your metal.
