They go into an sprouting state eventually, they grow buds on certain spots of the potato and can be planted into the ground to grow more potatoes, these are usually called seed potatoes, although not really 'seeds', so, there is no such thing as a potato seed

I think it'd make sense for you to have to put a potato on a herb table in order for it to sprout and then be plantable. I wouldn't see it giving anything other than Con.
