Combat Personal Claims

It does not matter how, but the everlasting personal claims (especially with the trillion alts all running them) causes the world to get chunked up even just a month after release. Six months or whatever after world release, it has become absolutely unbearable.

There are innumerable discussions surrounding this topic already and the devs already agree. Locking as per rules.
