Plowing issue

I noticed this a bit back but forgot about it till now. When an animal eats the grass over a tile you can not plow it. Is this intentional?

Mudflat is faster than stomp to dirt land, don't be pedantic

Could just say "dirt?" That's even easier than mudflat and covers both tiles that were "stomped" and eaten by domestic animals.

You are partly right. You can not use plow to plow it, but you can hand plow it.

I know how to solve the issue. I was just curious if not allowing a plow to plow it was a bug? Adding grass and then plowing or doing so by hand when tool much more powerful can't seems like an oversight.
