Looking up the processor, it's the Intel HD 3000 series GPU. Just to reiterate the steps needed to try to resolve this:
1. Make sure your drivers are properly updated for your operating system, either through Intel or your system manufacturer. You may need to do a clean install of the drivers.
2. Make sure of the hardware in your system. If you have an expansion card, especially
Nvidia, it can default to using the Intel GPU.
3. Make sure you have a clean install of the latest version of Java.
4. Make sure your other hardware drivers, including the BIOS, are updated.
After digging through past threads on this matter, I found this one other suggestion,
viewtopic.php?f=49&t=56942#p733204 (though this may not be helpful as you are already running 64-bit Java), and another thread similar to your problem:
viewtopic.php?f=47&t=43459 where the solution for that person was to use another computer they had rather than to troubleshoot the problem completely.
This issue seems to revolve completely around the hardware and software implemented by a manufacturer around this CPU/integrated GPU. Some people have no problems, just moderate performance at best, others can't seem to get it resolved.
