Citizenship documents

While haven and hearth representation and relations between players mostly works akin to wild west, together with allegiance to the settlement/kingdom, I always felt lack of governmental documents that might play an important role in established settlements.

Add documents to the game, that will allow hearthling to perform certain granted actions in villages, despite the fact whether one belong to the village or not. I know that there is personal claim system that always overrides village, but it's too limited and dependent on land.

It's not something that should be done with clear intention of use, it's rather expand variety of opportunities that can be opted to use by players, so players could invent a best usage of the mechanic. Just like bill of possession, which while totally useless by all means for regular village is indispensable in any market.

One could only assume how can it change meta: projects even larger than whatever bay, automated citizenship systems in open villages, roman empire, feudalism?

This is a really good idea actually and tying in some mechanic or loop to it to make it relevant to the game, or benefit the realm and the player so there's a mutual incentive would be cool.

Your citizen papers are something important, protected. Useful. I like it.

Player1 of village1 is a good fellow of players of village2. He often comes around visiting village2, work together, use tools with them etc; but that requires players of village2 to share party permissions or limit his activity to their personal claims.
Instead, other player of village2 who has "Accept oaths" and "Grant privileges" rights draws a parchment describing that person, and granting certain permissions: trespassing, rummaging, theft and vandalism. On creation, two documents will be created: one is a bearer token and the second is accounting record, the latter is to be left in village2 archives and can be used to revoke document by person with same rights required to issue it.
Player1 with this token part of document in his inventory will be able to do all actions listed in the documents on the territory of village2.

If you ask next about theft, forgery, expiration and impersonation of the document - I don't have a strong opinion and would like to let devs decide.

I see. The ability to interact more easily with other villages sounds good.

Does it have to be documents?
On the one hand, it means more social interaction, but on the other, it's bureaucracy:
- If I have good relations with not just one but many villages, I'll have to lug around a sack of documents.
- It's strange when they won't let me into a village where everyone knows me well, or won't let me do anything because I forgot my documents at home.
- What happens if a document is stolen from the village archive? Should I write a new one? Which of the two will be valid? Will it be possible to revoke the rights I've issued?

What if we introduce a "trusted person" category?
A person who isn't a village resident and doesn't contribute to its authority, but can still be granted rights as a villager.

Split the villager tab in half: at the top, a list of villagers and colors, and at the bottom, a list of trusted people.
Add a "Make trusted person" feature, allowing a villager who has the right to invite new people and grant rights to add them to the list and check the appropriate boxes.
