Need help with watermill placement

Wiki says it needs 5x5 tiles on ground and ~3x4 on water, still everywhere i try to build it says "cannot be built on that type of terrain", already tried on dirt, stone paved and nothing works.
What am I doing wrong?

Edit: Figured out it wasn't working because I was trying to build near lake, watermills can only be built near rivers.

not on river shore since it can't be terraformed, but i see watermill screenshots that it seems to not be required to be level:

Those are the screenshots from the creators of the game, who very well could've just edited the land for it to work, all terrain must be flat to build a house or structure on.

I am new to this game but i'm not sure if i have seen a river shore that is perfectly level near my claim.



This isn't level and I can't terraform near river shore.

But thanks anyway for help, guess I'll have to do without a watermill and just build a windmill then.

You mean chop the trees? I know, just posted the screenshot of another place to show that the shore isn't level and I can't terraform the first 2 tiles near the river.

So if the ground need to be level I won't be able to build it near my claim, also I haven't noticed a perfectly level ground by the shore of rivers anywhere near my place.
