I understand him as 'why does this village still have authority' after viewtopic.php?p=772817#p772817 (as I suspect that it's a tentacle one covering multiple resources).
Possibly 10k authority per day isn't enough, possibly it should work more like digging wells deeper (doubling cost with each additional one).

And 10k per day may aswell just not exist for how easy it is to maintain village auth.
