i think the odds of getting a single gold nugget per smelter is 0.8

Is that why gold is so rare? Apart from the mine frequency, it only produces very small amounts of nuggets when smelted?

yep, if you lucky, you can get 1 nugget per smelter, but if you not, you can get 5 smelters full of stone
