There was a bug in URL quoting, indeed. It has been fixed now, and the cyrillic character pages I tried are working again. Please do try again.

Things seem to be running smoother, so that's definitely nice. I suppose I will really be able to tell when it hits tons of people online and on the forums. Right now is kind of a dead time.
