Unable to build walls in mined parts of caves?

I am unable to build a palisade in the mined portion of a cave. The subject has been touched on viewtopic.php?f=6&t=17564&start=30 but I wanted to officially post in in the bugs section.

Is this confirmed? If it is already fixed, why hasn't it been implemented?
