i have discovered all the materiels to build a pipe, but it will not let me. any help?

Nah, you have to dry it on a herbalist table or drying rack, then yourself take the the bud/leaf off. Then you will have recipe.

You can either use the bud or tobacco.

Just took a cured tobacco leaf off one of my tables and got the recipe straight away, Not sure about buds... But cured leaf works just fine with me
