Idea:
put 25 Slag in the Smelter and then there is a 1% possibility (influenced by Industry/Nature) to get 1 Bar or else 1 Stone.

Since it contains small amounts of metal, this could result in nuggets instead of bars (with a higher chance than 1%, of course).
