Dredge will be tool for digging soil from water, it will be long(around 8seconds for one piece of soil). It will cover both hands, to craft it you will need:
Skills: Metal Working and Fishing to use it
Components: 2x Steel, 4x any hard metal, 2x Rope, 2x hardened leather, 5 nuggets of any metal.
It will look like metal bucket attached to rope.

Because sometimes they are hql soil on water example me im getting 60ql flotslam from one lake, if dredges will be added i will be able to dig that.

Guess if it's on a lake, it could make it harder to get it from digging on the shore. I don't think there's many spots like that, though, in any one world.

I'd more chalk that up to a bug of the world gen, or at least a design parameter that should be adjusted.

Nope, depends on soil quality. And if there is clay spot you will dig clay.

Im not sure about the soil part, but dredging lakes and rivers for other things, maybe clay or mussels in deep water and even curios would be cool.
