It says right by the price (yes, a discount!) . It also says that if he gets more than one offer for it, he will of course take the highest.

the issue is, a lot of the people whose village infrastructure cannot produce steel of this q, could not afford the full price. And since I like making it accessible to more people, I made a little discount for the most expensive item there (so far). Since I kindof enjoy making it, my villagers agreed I could reduce the price so that I get the fun of making it more often.
