What's with "Quality 20+"?

Seems like some items we can't tell the exact quality level anymore. Is there a way to determine the exact QL of things marked "20+" (or similar quality levels)? Perhaps derived from a stat (or associated skill?)

Major Change, Perception and quality: You can now only determine the quality of items up to the level of your perception times 2. Example: James has 14 perception, the Bear Cape has Q 35, the Carrot Cake has Q 23. The Carrot Cake will display as being Q23, but the Bear Cape will only show up as being "28+" (if it shows up as 16 million, update your client).

Hmm, so what you're telling me is I have to somehow find some Carrot seeds and create a thousand metric tons of Carrot Cake in order to begin the arduous process of raising my Perception from 10 (with a 47 Int). I guess it's time to search around and see what I can scavenge :X

Anyone need some QL ~30 flax seeds for some Carrot seeds?

Oh, and thanks for the copy/paste patch notes. Is there a place to consistently spot those? I've browsed the Announcements forum occasionally but missed this change, if it was posted there.

no just eat raw carrots. when carrots are fully ready for harvest (after the stage where they have white on the green part, when the carrots look fat and juicy) they yield three carrots if you are full nature. eat 2, plant the highest quality one.
