Apparently you can shoot boat to boat.

Now to use my q107 bow and q124 arrows to wreak havoc upon the shipping lanes of the Hearth.

You can also attack the driver of the boat when you are the passenger. The driver can't fight back.

Edit: Clues are also left when you attack people on boats, and they can be collected.

I see wooden docks in the near future.

Also, what skills do I need to build boats? I'm not finding them anywhere.
