You don't have enough Agility to make the port.

If you're wearing any armor or other gear that has an Agi penalty, take it off.
The only "free" port is to your hearth fire. You can port to a village idol for free if you don't have a hearth fire as the idol counts as your hearth. (Charter stones acted this way, too, but no longer exist in the game.)
