before restart some time if u put something in a chest some second first of restart after the server got restarted u have item in chets and inventory..(sometime work and sometime no)

Not much they can do to prevent
this other than logging all people
out early and making them wait
a few minutes to get back on so
SHHH and just don't abuse it

This has been the case for as long as I can remember. It is a lot harder both to dupe items now, and to lose them, so it is definitely an improvement. Your method seems like a backwards version of the old way. Perhaps your character isn't saved at the last moment.

The map and character data are saved separately. Discrepancies occur when one is saved and the other isn't. Loftar has suggested periodically clicking the "Buy" button in your Attributes window as this saves your character data whether or not any skills are actually purchased.
