While I have the utmost respect for Sab, He is in fact completely wrong here. I have no idea where he is coming from, but he has no access to my information and is totally incorrect.
I will put this up to a mis-communication of a type I do not currently understand, but hope to solve soon.

Pripyat is the industrial base behind goon military. Goons have declared war on the whole world. Industry and infrastructure are high priority targets in every war.
