I think the idea of a kilt might be a good one. It would fit the setting to just have ordinary hides be equippable as some sort of kilt/skirt looking thing. It wouldn't matter that it was a kilt or skirt, because the resolution on hearthlings is low enough you couldn't see a difference. Probably.
