To be fair, the article doesn't seem to make entirely clear what the court actually ruled on.

The prosecutor wrote:For this to be a criminal offence it's required that the sexual molestation was directed towards one or more people. [...] The act may be considered to be disorderly conduct.

It seems as if it could just be a matter of how to categorize the act and then the media blew it all up, but I couldn't find any more information about it.

How would they judge if it was directed or not?

Could you sit on a beach and jerk off legally, but then make eye-contact once and it's a sexual offence?
