I don't think it's a matter of being able to be found with super low exp/per, I think it's just a matter of fact that you can find ALL foragables at any level, just with an extremely low chance.

I was likely the first to find a chiming bluebell since I found one within my first 3 hours (Shame i only had 1 survival!)
